Background Information and the Need for Third-Party Staff.
Client Ethiopia, in collaboration with the Addis Ababa City Administration and relevant partners, has supported the development of the Bulbula Youth Sports Facility as a safe, inclusive and child- and adolescent-friendly platform for structured sports, recreation and integrated multisectoral services. The facility is intended to contribute to child and adolescent development, inclusion, protection, social cohésion, positive life opportunities and resilience through sports-based engagement and linkages with nutrition, health, menstrual health and hygiene, life skills, learning, livelihood pathways and community engagement.

Justification
Following completion and handover arrangements, Client will support an interim management and utilization arrangement for the Bulbula Youth Sports Facility, effective upon signature of the relevant arrangement until 30 June 2029. To ensure the facility is safely, efficiently and inclusively managed on a day-to-day basis, Client requires a qualified Sport Facility Manager to oversee facility operations, coordinate structured sports programming, support integrated child and adolescent services, maintain records, promote equitable access and ensure compliance with child safeguarding, PSEA, non-discrimination, safety, confidentiality and integrity requirements.
This assignment will advance Client’s programme objectives by ensuring that the Bulbula Youth Sports Facility functions as a safe, clean, inclusive and well-coordinated platform for children, adolescents, youth and the surrounding community. The Sport Facility Manager will work closely with Client, Sewunet Bishaw Sports Academy, relevant service providers and community stakeholders to support daily operations, reserved free access for economically disadvantaged children and adolescents, fee-based training arrangements where applicable, integrated service days, facility upkeep, incident reporting and regular implementation monitoring.

Single sourcing of the potential candidate will be applied because the Sport Facility Manager role requires specialized knowledge of the Bulbula Youth Sports Facility, close coordination with Sewunet Bishaw Academy, and immediate operational continuity. Consulting the Academy will help identify a suitable candidate with relevant sports facility management experience, familiarity with youth sports programming, and the capacity to uphold Client’s requirements on safeguarding, inclusion, safety, accountability, and community engagement.

Demonstrated experience in managing sports or youth facilities; strong coordination, supervision, communication and problem-solving skills; high integrity and confidentiality; proven commitment to child rights, safeguarding, inclusion, non-discrimination and accountability; ability to work respectfully with children, adolescents, caregivers, community members, service providers and institutional partners.

 

Main Job Duties and Responsibilities
Sport Facility Manager
•    Provide day-to-day management of the Bulbula Youth Sports Facility in line with the interim management and utilization arrangement.
•    Coordinate structured sports programming and facility scheduling in collaboration with Sewunet Bishaw Sports Academy and Client.
•    Ensure safe, inclusive and equitable access to the facility, including reserved free training access for economically disadvantaged children and adolescents for at least three days per week.
•    Maintain basic documentation on facility users, paying participants and non-paying beneficiaries, including attendance and sex- and age-disaggregated data where feasible and appropriate.
•    Coordinate and facilitate agreed integrated child and adolescent services, including nutrition promotion, adolescent-friendly health and menstrual health and hygiene support, life skills, tutoring, entrepreneurship and other agreed services.
•    Supervise daily facility readiness, including cleanliness, waste management, housekeeping, security coordination, equipment care and safe use of spaces.
•    Protect facility assets, equipment and surroundings from damage, misuse, unsafe practice or reputational harm.
•    Immediately report any major repair need, incident, safeguarding concern, safety risk, sexual exploitation and abuse allegation, fraud, serious misconduct or other integrity concern to Client.
•    Support quarterly review meetings, adaptive planning, community engagement and documentation of lessons learned.
Grade/Level of TAs 
•    The position grade is NOC or equivalent, subject to Client classification and contracting modality.

Objectives, Purpose & Expected Results
The Sport Facility Manager will ensure the effective day-to-day management, coordination, safe use and inclusive operation of the Bulbula Youth Sports Facility as an integrated platform for structured sports training and multisectoral child and adolescent services.

Description of the Assignment  
The assignment requires continuous coordination of facility operations, sports programming, access arrangements, integrated service delivery, safety measures, record keeping, community relations and reporting. The Sport Facility Manager shall ensure that facility use is orderly, child-friendly, non-discriminatory and consistent with the rights and best interests of children and adolescents.

The Sport Facility Manager shall coordinate with Client, Sewunet Bishaw Sports Academy, third-party security and cleaning service providers, relevant sector partners and community stakeholders to ensure the facility remains safe, functional, clean, inclusive and available for both sports activities and agreed integrated child- and adolescent-focused services.

Deliverables / Reporting Requirements

Major Task

•    Provide day-to-day management of the Bulbula Youth Sports Facility in line with the interim management and utilization arrangement, ensuring overall coordination, operational oversight and accountability
•    Coordinate structured sports programming, facility scheduling and collaboration with Sewunet Bishaw Sports Academy and Client to support effective and inclusive use of the facility.
•    Coordinate structured sports programming, facility scheduling and collaboration with Sewunet Bishaw Sports Academy and Client to support effective and inclusive use of the facility.
•    Ensure safe, inclusive and equitable access for children and adolescents, including reserved free training access for economically disadvantaged groups for at least three days per week.
•    Maintain facility readiness, asset protection and basic user documentation, including cleanliness, security coordination, equipment care, attendance records and sex- and age-disaggregated data where feasible
•    Coordinate integrated child and adolescent services and support regular reporting, incident escalation, quarterly review meetings, community engagement, adaptive planning and documentation of lessons learned

Location and Duration
•    The position will be based at the Bulbula Youth Sports Facility in Addis Ababa.
•    The contract duration will be aligned with the interim management and utilization arrangement, effective upon signature until June 30 2029, subject to Client procedures, performance and availability of resources.
Project Management
The Nutrition Section will manage the contract, and Yetayesh Maru, ym••••@••••••.org, will serve as the contact person for this contract. The Sport Facility Manager will coordinate closely with Client, Sewunet Bishaw Sports Academy and relevant service providers. Payment will be processed based on satisfactory submission of monthly progress reports, facility records, deliverables and confirmation of compliance with agreed requirements.

General Conditions: Procedures and Logistics

•    A third-party HR firm will manage all administrative issues and personnel matters in accordance with applicable HR policies and procedures.
•    All remuneration must be within the contract agreement through the third-party HR firm.
•    No contract may commence unless the contract is signed by both the third-party HR firm and the personnel concerned.
•    The Sport Facility Manager will not have authority over Client budget, procurement decisions or contractual commitments.
•    The Sport Facility Manager will not sub-license, assign, lease or transfer facility management responsibilities or use rights to any third party.
•    The Sport Facility Manager must comply with applicable laws and Client requirements related to child safeguarding, PSEA, non-discrimination, integrity, safety, confidentiality and personal data protection.
•    The Sport Facility Manager must immediately notify Client of any allegation, complaint or incident involving child safeguarding, sexual exploitation and abuse, sexual harassment, fraud, serious misconduct or other integrity concern linked to the facility or activities..
