Job Summary

We are looking for a highly motivated and detail-oriented Senior HR Officer with proven experience in the Construction sector to join our office. The Senior HR Officer leads the company's human resource and administrative functions, ensuring 100% compliance with Ethiopian Labour Proclamation No. 1156/2019 and related regulations. The role drives HR system improvements (including digital tools/HRIS), supports talent strategies, and enables sustainable organizational growth through a compliant, engaged, and high-performing workforce.

Key Responsibilities

•    Recruitment, Workforce Planning & Onboarding
•    Lead full-cycle recruitment: workforce planning, job profiling, sourcing, screening, interviews, selection, and background/reference checks.
•    Prepare contracts and manage structured onboarding.
•    Advise leadership on talent strategies and manpower needs.
•    HR Policy, Compliance & Employee Relations
•    Ensure adherence to Labour Proclamation No. 1156/2019 (working hours, leave, termination, OHS, non-discrimination).
•    Develop/update/implement HR policies, procedures, disciplinary/grievance processes.
•    Promote harassment-free workplace and safety standards.
•    Personnel Records & HR Systems
•    Maintain accurate, confidential, audit-ready employee records (physical/digital).
•    Strengthen HR filing, documentation, and digital HRIS/database systems for efficiency and compliance.
•    Payroll & Benefits Administration
•    Oversee payroll accuracy (attendance, overtime, leave, allowances) in coordination with finance.
•    Manage benefits and resolve complex payroll queries.
•    Performance Management & Development
•    Support performance evaluations and training (e.g., First Aid, Fire Safety, OHS, Customer Service, SOPs).
