Location:   Diredawa – Supporting both Diredawa & Harari regions

JSI has actively contributed to various areas, including primary health care, community health programs, data use, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change. 

Activity Overview:

Data Use Partnership Workstream 1: Enhancing National and Regional HIS Capacity, funded Data Use Partnership Workstream 1: Enhancing National and Regional HIS Capacity, funded by the Bill & Melinda Gates Foundation and implemented by JSI Research & Training Institute Inc., aims to support the MOH and RHBs coordinate with HIS stakeholders to implement the HIS strategy of Ethiopia’s Health Sector. 

Being embedded in the Regional Health Bureau (RHB), the primary mandate of the position holder is to lead the regional deployment, user adoption, testing, and operationalization of the integrated e-Licensure and Master Facility Registry (MFR) platform across the Diredawa and Harari regions. The Advisor serves as the primary technical lead ensuring regulatory licensing workflows actively update and maintain the MFR as the authoritative single source of truth.

As a secondary mandate, the position holder will provide general technical support to the RHBs on broader Health Information Systems (HIS) digitization, capacity building, and digital health governance (including DHIS-2 and eCHIS). The Advisor will work under the direct supervision of the Senior Digital Health Advisor with technical reporting lines to the respective RHBs.

Job Summary

Primary Responsibilities: e-Licensure & MFR Integrated System Deployment

  • Lead the regional rollout and operational execution of the integrated e-Licensure and MFR platform across Diredawa and Harari regions, ensuring the “Governance Hook” effectively synchronizes regulatory decisions with the national MFR registry.
  • Coordinate and create harmony among different Regional Health Bureau stakeholders, specifically aligning the Regulatory Body, Strategic Affairs, and Digital Health teams and experts around integrated system implementation.
  • Guide and support regional multi-stakeholder engagement with diverse entities, including implementing partners and the private sector, to successfully implement and sustain the integrated digital solution.
  • Coordinate regional requirement validation, user story elicitation, and workflow mapping for the e-Licensure system to align software features with regional regulatory contexts.
  • Supervise the regional modernization of the MFR, facilitating the transition from legacy monolithic system to a Service-based solution architecture that enhances both Signature and Service Domains.
  • Execute regional User Acceptance Testing (UAT), system hardening, security checks, and workflow verification for all integrated licensing and inspection modules.
  • Lead data quality remediation sprints across Diredawa and Harari to resolve geographic coordinate errors, status inconsistencies, and missing facility attributes in the MFR dataset.
  • Design and deliver tailored capacity-building programs, Training of Trainers (TOT), and hands-on mentorship for regional regulatory officers, M&E and digital health inspectors, and facility administrators.
  • Monitor real-time system performance, user adoption metrics, and integration health, systematically documenting lessons learned to inform national scale-up.

Secondary Responsibilities: General Regional HIS & Digital Health Support 

  • General HIS & eHealth Architecture: Support RHBs in familiarizing staff with the national eHealth Architecture, digital health blueprint, and HIS policies; provide ongoing technical assistance for routine upgrades and maintenance of systems like DHIS-2 and eCHIS.
  • Data Use & Capacity Building: Assist Performance Monitoring Teams (PMTs) in institutionalizing data quality assurance and data use mechanisms; deliver digital health project management training for RHB planners.
  • Help Desk Support & Governance: Guide the establishment and operation of regional digital health help desks for priority digital health systems.
  • Stakeholder Coordination & Transition: Represent JSI in regional digital health forums, maintain active liaison with national/regional health units, and execute incremental skill transfer to RHB staff to ensure post-project sustainability.
  • Perform other related duties as assigned by the supervisor.
