Responsibilities or duties

M&E System

• Develop and update the provincial M&E work plan, reporting templates and data tools.
• Design, improve and expand data tools for use at provincial level.
• Stay informed of best M&E practices and MOH/donor reporting requirements.

Performance Analysis & Data Use

• Conduct performance monitoring and analysis against set targets, including supply-chain performance among other programme areas.
• Use monitoring tools and government-owned data systems (e.g. eLMIS, SmartCare Pro, QAT, DTT, ePOD), among others, to identify issues and their primary drivers.
• Promote data use through dashboards and analytics platforms (e.g. Power BI) and disseminate reports to stakeholders.

Data Quality & Verification

• Coordinate and support annual data-quality assessments (DQA), including end-use verification where applicable, in partnership with the MOH.
• Design and conduct data-quality audits and follow up on implementation of recommendations.
• Support milestone and transition verification at provincial level using government-owned data systems.

Verification & Reporting

• Ensure timely submission of reports by facilities and districts within reporting deadlines.
• Conduct internal verification checks and obtain corrections on data-quality issues within deadlines.
• Compile and verify quarterly, semi-annual and annual reports; maintain an aggregate statistics database and repository.

Technical Assistance & Capacity Building

• Provide M&E reporting, data-analysis and data-use technical assistance to provinces, districts and facilities.
• Conduct M&E site visits and mentor government Provincial Health Officers and district counterparts to strengthen M&E capacity rather than replacing it.

Other Duties

• Perform other job-related responsibilities as assigned by the Strategic Information Advisor from time to time.

Qualifications or requirements (e.g., education, skills)

Minimum Required Qualifications and Experience

• Bachelor’s degree in public health, social sciences, statistics, demography, or a related field.
• Background in research, monitoring, and evaluation and/or data management.
• Formal training in M&E.
• Minimum of five (5) years’ experience in Monitoring & Evaluation.
• Experience with donor-funded programmes required.
• Experience with government-owned data systems (e.g. SmartCare Pro, DHIS2, eLMIS) required.
• Strong data-analysis and report-writing skills.

Desirable Qualifications and Experience

• Master’s degree or its international equivalent in Statistics, Social Sciences, Public Health or a related field.
• 2–3 years’ experience managing health-related data, including data verification / quality assurance.
• Experience conducting data-quality assessments and end-use/verification surveys.
• Experience with analytics and data-visualization platforms (e.g., Power BI).
• Experience with programme data systems including QAT, DTT and ePOD, among others.
