St. Paul Institute for Reproductive Health and Rights (SPIRHR) is a locally registered non-profit organization (NGO) established on September 10, 2019. Since its establishment, SPIRHR has worked to strengthen sexual and reproductive health and rights (SRHR) by improving clinical services, training, research, and advocacy. The organization has supported the implementation of major program activities jointly planned with the Ob/GYN faculty at Saint Paul’s Hospital Millennium Medical College (SPHMMC) and has taken a leading role in the administration and coordination of reproductive health infrastructure development.

SPIRHR aims to contribute to the reduction of maternal mortality and morbidity through coordinated sexual and reproductive health and rights clinical services, training, research, and advocacy (“TRAC pillars”), enabling girls and women to reach their full potential.

As part of its ongoing efforts to expand access to quality SRH information and services, SPIRHR is implementing a call center–based initiative designed to provide confidential counseling, information, and referral support on a broad range of sexual and reproductive health issues.

Position Title: Project Coordinator, Project ACCESS

Project Period: July 2026 to June 2027

Project Zones: Konso Zones in South Ethiopia; Dawuro Zones in Southwest Ethiopia
Duty Station: Bonga and Jinka Towns with travel to zones
Reporting To: Project Manager

Background: Project ACCESS aims to strengthen adolescent- and youth-centered sexual and reproductive health and rights services in South Ethiopia and Southwest Ethiopia. The project will support improved service delivery, peer-to-peer education, outreach services, digital SRHR support, referral linkages, and coordinated monitoring. To ensure effective day-to-day implementation, field coordination, partner engagement, documentation, and quality assurance, SPIRHR seeks to recruit two Project Coordinators to support implementation in the assigned regions.

The Project Coordinator will coordinate and support field-level implementation of Project ACCESS in the assigned region, ensuring that activities are implemented on time, within scope, in line with the approved work plan and budget, and in compliance with SPIRHR policies, donor requirements, government guidelines, safeguarding standards, and confidentiality obligations.

The South Ethiopia Project Coordinator will support implementation in Ari and Konso Zones, including Jinka General Hospital, Karat Primary Hospital, selected health centers, youth centers, and outreach sites. The Southwest Ethiopia Project Coordinator will support implementation in Kaffa and Gessa Zones, including Gebretsadik Shawo General Hospital, Gessa Primary Hospital, selected health centers, youth centers, and outreach sites.

Major Duties and Responsibilities:

  • Coordinate day-to-day implementation of Project ACCESS activities in the assigned region, including facility-based services, outreach services, peer education, digital referral linkages, and monitoring activities.
  • Prepare monthly and quarterly activity plans in line with the approved project work plan, budget, and regional implementation priorities.
  • Facilitate coordination with regional and zonal health bureaus, hospitals, health centers, youth centers, peer educators, and other relevant stakeholders.
  • Support the selection, set-up, and continuous functionality of adolescent and youth-centered health clinics and outreach sites, including duty rosters, outreach schedules, referral arrangements, and availability of essential commodities and materials.
  • Work with trained health professionals to promote quality, youth-friendly, confidential, and non-stigmatizing family planning, safe abortion care, and GBV screening and response services.
  • Support in recruiting, training, deploying, supervising, and documenting peer educators and youth-led community sensitization activities.
  • Ensure referral pathways between outreach sites, AYCH clinics, Michu clinics, psychosocial support providers, legal support providers, and the Michu Call Center are functional, updated, and documented.
  • Conduct regular supportive supervision and monitoring visits to target health facilities, youth centers, and outreach sites, and follow up on identified gaps.
  • Identify and track implementation risks, including stigma, confidentiality breaches, commodity gaps, security constraints, and stakeholder resistance, and escalate issues with proposed mitigation actions.
  • Ensure all field activities comply with safeguarding, confidentiality, informed consent, child protection, GBV survivor-centered care, and Ethiopian Ministry of Health guidelines.
  • Support quarterly review meetings, joint monitoring visits, endline evaluation, sustainability planning, and transition discussions with health facilities and government stakeholders.

 

Level of Effort and Duration: The assignment is full-time for the project period from July 2026 to June 2027, subject to performance, funding availability, and organizational requirements. The Project Coordinator will work according to the approved project calendar and may be required to support activities during weekends where outreach services or youth-centered activities are scheduled.

Salary: Based on project scale.

Safeguarding, Confidentiality, and Ethical Requirements: The Project Officer must comply with SPIRHR policies and applicable national guidelines on safeguarding, confidentiality, data protection, child protection, adolescent and youth-friendly services, GBV survivor-centered care, and ethical conduct.
