EMPLOYMENT OPPORTUNITIES

The Council of Law Reporting is a statutory body established under the Council of Law Reporting Act, Chapter 46 of the Laws of Zambia, mandated to prepare, publish and disseminate law reports and other legal publications, thereby promoting access to legal information and supporting the development of jurisprudence in Zambia. In pursuit of its strategic objectives and commitment to institutional excellence, the Council of Law Reporting invites applications from suitably qualified, experienced and innovative candidates for the following positions:

1. COUNCIL SECRETARY (CHIEF EXECUTIVE OFFICER) JSS 13A X ONE (1) (ANNUAL BASIC SALARY OF ZMW 429,102.24) TO BE BASED IN LUSAKA

JOB RESPONSIBILITIES

The successful candidate will be required to report to the Chairperson of the Council of Law Reporting and will be responsible for the following:

  1. Oversee effectively the identification, editing, and production of Law Reports in order to facilitate future reference;
  2. Oversee periodically the publication of Law Reports in order to facilitate access;
  3. Oversee effectively the regulation of Law Reporting in order to facilitate compliance to standards;
  4. Undertake effectively the provision of secretariat services to the Council in order to facilitate the conduct of its business;
  5. Oversee effectively the provision of financial management services in order to facilitate implementation of programmes and ensure prudent use of resources;
  6. Oversee effectively human resource and administrative functions in order to promote efficient and effective operations of the Institution;
  7. Oversee effectively the provision of ICT services in order to facilitate service delivery;
  8. Oversee effectively the provision of planning, monitoring and evaluation functions in order to provide strategic direction to the Institution;
  9. Manage timely the development of work plans and the implementation of the performance management system in order to monitor, evaluate and enhance performance;
  10. Manage effectively human, financial and other resources in order to facilitate attainment of set objectives.

MINIMUM VOCATIONAL/PROFESSIONAL QUALIFICATIONS

  • Form V/Full Grade 12 School Certificate with five (5) Credits or better including English.
  • Bachelor of Laws degree.
  • Advocate of the High Court of Zambia.
  • Minimum of 10 years at the bar with 4 years’ experience at management level.

2. DEPUTY COUNCIL SECRETARY JSS 12 X ONE (1) (ANNUAL BASIC SALARY OF ZMW 236,655.12)

TO BE BASED IN LUSAKA

JOB RESPONSIBILITIES

The successful candidate will be required to report to the Council Secretary and will be responsible for the following:

  1. Manage effectively the regulation of Law Reporting in order to facilitate compliance to standards;
  2. Manage effectively human resource and administrative functions in order to promote efficient and effective operations of the Institution;
  3. Manage effectively the provision of ICT services in order to facilitate service delivery;
  4. Undertake effectively the provision of planning, monitoring and evaluation functions in order to provide strategic direction to the Institution;
  5. Manage timely the development of work plans and the implementation of the performance management system in order to monitor, evaluate and enhance performance; and
  6. Manage effectively human, financial and other resources in order to facilitate attainment of set objectives.

The successful candidate will be required to report to the Council Secretary and will be responsible for the following:

4. COURT REPORTER (JSS 09) X ONE (1) (ANNUAL BASIC SALARY OF ZMW 119,819.52)

TO BE BASED IN LUSAKA

JOB RESPONSIBILITIES

The successful candidate will be required to report to the Editor-in-Chief and will be responsible for the following:

  1. Undertake effectively the identification, editing, and production of Law Reports in order to facilitate future reference;
  2. Undertake periodically the publication of Law Reports in order to facilitate access; and
  3. Undertake effectively the maintenance of records in order to facilitate storage and retrieval.

MINIMUM VOCATIONAL/PROFESSIONAL QUALIFICATIONS

5. ACCOUNTANT (JSS 09) X ONE (1) (ANNUAL BASIC SALARY OF ZMW 119,819.52)

TO BE BASED IN LUSAKA

JOB RESPONSIBILITIES

The successful candidate will be required to report to the Council Secretary and will be responsible for the following:

  1. Undertake timely the preparation of financial statements in order to comply with financial and statutory regulations;
  2. Undertake timely the preparation and submission of financial management reports in order to comply with financial regulations and facilitate decision making;
  3. Undertake timely the collection of revenue in order to facilitate compliance to financial regulations;
  4. Undertake effectively the coordination of the development and review of internal controls in order to enhance transparency and accountability in the utilisation of financial and material resources;
  5. Undertake effectively the monitoring of expenditure in order to ensure that spending is in line with the approved budgets and financial regulations;
  6. Undertake timely the costing of programmes in order to facilitate preparation of annual budget estimates, mobilisation and disbursement of financial resources;
  7. Undertake timely the preparation of responses in order to resolve audit queries and promote sound financial accountability;
  8. Undertake effectively accounting for assets in order to safeguard public property;
  9. Undertake effectively the processing of the payroll in order to facilitate payment of personnel related obligations; and
  10. Undertake effectively the storage and distribution of goods in order to ensure accountability, safe custody and availability to end users.

MINIMUM VOCATIONAL/PROFESSIONAL QUALIFICATIONS

  • Full Form V/Grade 12 School Certificate
  • Bachelor’s degree in Accounting or its equivalent
  • Diploma in Purchasing and Supplies
  • Member of the Zambia Institute of Chartered Accountants (ZICA)

TO BE BASED IN LUSAKA

JOB RESPONSIBILITIES

The successful candidate will be required to report to the Deputy Council Secretary and will be responsible for the following:

  1. Undertake effectively human resource management functions in order to promote efficient and effective operations of the Institution;
  2. Undertake timely the provision of administrative services in order to facilitate efficient and effective operations;
  3. Supervise effectively maintenance of buildings and surroundings in order to enhance a conducive working environment;
  4. Undertake timely provision of office space and accommodation to officers in order to facilitate service delivery;
  5. Supervise regularly availability and maintenance of office equipment in order to enhance effective and efficient operations of the Institution;
  6. Undertake effectively the provision of registry services in order to enhance access to information;
  7. Supervise effectively the development of workplans and the implementation of performance management system in order to monitor, evaluate and enhance performance; and
  8. Supervise effectively human and other resources to facilitate attainment of set objectives.

MINIMUM VOCATIONAL/PROFESSIONAL QUALIFICATIONS

  • Bachelor’s Degree in Human Resource Management or its equivalent
  • Member of the Zambia Institute of Human Resource Management

7. INFORMATION TECHNOLOGY OFFICER (JSS 08) X ONE (1) (ANNUAL BASIC SALARY OF ZMW 94,783.30)

TO BE BASED IN LUSAKA

JOB RESPONSIBILITIES

The successful candidate will be required to report to the Deputy Council Secretary and will be responsible for the following:

  1. Undertake effectively the collection and documentation of data on user needs in order to facilitate analysis, identification of areas of improvement and facilitate system development;
  2. Undertake effectively the maintenance of network as well as monitoring their performance in order to facilitate smooth operations;
  3. Undertake effectively the provision of technical support in the configuration, installation and maintenance of IT hardware in order to facilitate availability and provision of IT services;
  4. Undertake effectively the maintenance of systems documentation in order to facilitate business continuity;
  5. Undertake timely the documentation of information systems and systems inventory in order to facilitate maintenance and business continuity;
  6. Undertake effectively the provision of technical support in the implementation of security measures for IT systems in order to prevent unauthorised access and protect the integrity of the Institution’s data;
  7. Undertake effectively the delivery of end user training programmes in order to impart skills to utilise IT resources;
  8. Undertake effectively the development of test plans in order to verify system functionality;
  9. Undertake effectively the configuration of ICT tools in order to facilitate their utilisation; and
  10. Undertake effectively the trouble shooting of end users IT issues in order to facilitate timely resolution.

8. PERSONAL SECRETARY (JSS 07) X ONE (1) (ANNUAL BASIC SALARY OF ZMW 87,815.69)

TO BE BASED IN LUSAKA

JOB RESPONSIBILITIES

The successful candidate will be required to report to the Council Secretary and will be responsible for the following:

  1. Undertake accurately dictation in order to facilitate transcribing into mailable correspondence and documents;
  2. Types accurately correspondence and documents in order to ensure production of high-quality documents;
  3. Undertake effectively the classification of documentation in order to facilitate efficient storage and retrieval of information;
  4. Receive daily correspondence from both internal and external sources in order to ensure appropriate attention and action;
  5. Record timely appointments in order to facilitate attention and action;
  6. Receive and attends politely to visitors in order to enhance the image of the institution;
  7. Attend to and makes telephone calls timely in order to facilitate communication; and
  8. Undertake effectively the acquisition and serving of beverages and refreshments to officers and visitors in order to extend hospitality.

MINIMUM VOCATIONAL/PROFESSIONAL QUALIFICATIONS

  • Full Form V/Grade 12 School Certificate
  • Diploma in Office Management or its equivalent
  • Shorthand/Typing speed of 100/65 wpm
  • Minimum of 2 years’ relevant work experience
