Job Summary
The Logistics, Administration and Finance (LAF) Officer is responsible for managing the finance, logistics, procurement, fleet, asset, store, and administrative functions of the field office. The position ensures that all operational activities comply with organizational policies, donor requirements, and applicable Ethiopian laws while providing efficient operational support to project implementation.
Key Duties and Responsibilities
1. Finance
- Process and verify financial transactions in accordance with organizational policies, donor regulations, and approved budgets.
- Review payment requests for completeness, authorization, supporting documents, and budget coding.
- Maintain accurate cash books, bank books, and financial records.
- Prepare monthly financial reports, cash forecasts, and cash requests.
- Monitor cash balances to ensure adequate funds for project implementation.
- Conduct regular cash counts and bank reconciliations.
- Review payroll documentation and maintain monthly active staff records.
- Monitor project expenditures against approved budgets and maintain proper financial documentation.
- Support internal and external audits by preparing required financial records.
2. Procurement and Logistics
- Coordinate procurement processes in accordance with organizational and donor procurement procedures.
- Prepare and maintain complete procurement documentation from requisition to payment.
- Monitor procurement plans and follow up on pending purchases with the Head Office.
- Ensure goods and services are received, inspected, and documented before payment.
- Maintain complete procurement files and supplier records.
3. Fleet, Asset and Store Management
- Coordinate vehicle utilization, transport scheduling, maintenance, insurance, and documentation.
- Monitor vehicle log sheets, fuel consumption, maintenance costs, and prepare monthly fleet reports.
- Follow up on accidents and ensure appropriate reporting and insurance procedures are completed.
- Maintain updated asset and inventory registers.
- Ensure organizational assets are tagged, safeguarded, and verified through periodic inventory counts.
- Prepare regular inventory and stock reports and ensure proper store management practices.
4. Administration and HR Support
- Ensure the efficient administration of the field office and provide day-to-day operational support.
- Coordinate office maintenance, utilities, office supplies, travel, accommodation, and other administrative services.
- Maintain organized filing systems for finance, procurement, logistics, administration, and personnel records.
- Support recruitment processes by coordinating vacancy announcements, scheduling interviews, preparing recruitment documentation, and facilitating onboarding logistics.
- Maintain staff attendance, leave records, and personnel files, ensuring all records are complete and up to date.
- Prepare and submit monthly staff attendance reports and support payroll preparation by providing accurate HR-related information.
- Coordinate staff travel, per diem, and accommodation arrangements for official assignments.
- Support the implementation of organizational HR policies and procedures at the field office.
- Assist in organizing staff orientation, training, meetings, and other staff development activities.
- Serve as the focal person for routine HR and administrative matters at the field office, liaising with the Head Office HR team as required.
